PTCRB celebrates 20th anniversary Last week the North American certification forum PTCRB celebrated its 20th anniversary in Toronto
Cellular digital communication based on GSM was started in North America middle of the 90s. During 1997 the then cellular carriers Bell South, Microcell, Western Wireless and others, initiated a new certification scheme for Mobile Phones, called “PTCRB”.
History of PTCRB
Initially PCS 1900 (GSM 1900) and later on GSM 850 were the first ETSI technologies being used in the US and Canada. The PTCRB certification approach was supported from day one by Europeans who had already gained experience with ETSI technologies and joined standards some years before, when GSM was introduced in Germany, Denmark, France and the UK.
Mr. Thomas Jaeger, director business development at 7layers, who is currently chairmen of the PTCRB Validation Group (PVG), was one of the foundation members of the PTCRB. He is the only one who has supported the North American certification requirements without any interruption until today. Based on a very close and continuous cooperation with the North American network carriers and other stakeholders, it was possible to establish and maintain a joint certification scheme on a very high level, thus enhancing the user experience with regard to interoperability and quality.
PTCRB and the IoT
Today the next evolutionary level is on its way, aiming for the Internet of Things (IoT) with smart devices collecting and exchanging data worldwide. PVG has already established the initial technical measures, required to verify the related technologies which will be implemented in various combinations and in multiple frequency bands. With this very significant step, PTCRB is supporting the evolution from the “connecting people level” to the “connecting machines and smart objects level” of the information society.
At its 88th meeting last week, PTCRB celebrated 20 years of success in providing a joint framework for the certification of mobile phones and wireless connected devices. The celebration was sponsored by 7layers, a leading organization for the certification of smart, connected devices.

Ratingen, Germany, 22 May 2017: In future, the world will experience a completely new kind of “mobile device”. The digital in-car revolution will turn our beloved vehicles into something more like a connected device on wheels! While passengers will have access to Internet, emails and entertainment just like at home, the vehicle itself will communicate with its environment for improved road safety, reduced congestion, smoother parking and other vehicle-connected services.
To bring such developments forward, the US Department of Transportation (US DOT) for example is currently working on a connected-vehicle certification program which is expected to be released this year. To support this development, the US DOT chose three certification service providers, one of which is 7layers, a company with many years’ experience in developing certification programs for mobile devices and technologies. Their vision is to develop a self-sustaining certification program that supports the deployment of DSRC (dedicated short range communication) based vehicle-to-X (V2X) services. The US DOT program is expected to focus on the assurance of a minimum set of quality standards and to aim at ensuring interoperability of OEM equipment, eventually leading to a choice of connected-vehicle service systems. To achieve the necessary certification, testing must be conducted by independent third-party test laboratories. Based on its outstanding experience in testing and certifying wireless in-car technologies such as MirrorLink, DSRC, GNSS, and also Bluetooth®, Qi, GSM, LTE etc., 7layers is preparing to become one of the first laboratories able and ready to test in accordance with the upcoming US DOT standards.
While the US is already paving the way for V2X services, Europe is currently lagging behind. Nevertheless, the first harmonized V2X services, which are widely applicable systems for automated emergency calls, are now ready to capture the market. Whereas ERA-GLONASS is already in operation in Russia, eCall-enabled cars are expected to be launched in the EU mid of next year. 7layers, together with its parent company Bureau Veritas, is prepared to support its customers with the required market access services.
eCall and ERA-GLONASS are defined by legal requirements. The proprietary V2X services that will be driving the digital in-car revolution however are not solely subject to existing legal requirements. Threatening news on RED? Did recent news on the upcoming RED confuse you?
Recent news regarding the implementation of the new Radio Equipment Directive (RED), which is due to become valid in the EU on 12 June 2017 has confused many manufacturers and suppliers.
The news threatened that devices with radio capabilities might be banned from sales in the EU from June 17 onwards due to a lack of new RED standards.
The EU commission has now released a statement that clarifies the situation
The new RED regulations became necessary due to the increasing number of devices with integrated radio capabilities on the market.
The aim of the RED is to ensure that all electrical and electronic devices that emit or receive radio waves adhere to essential safety and health requirements, taking care of the efficient use of radio spectrum and electromagnetic compatibility.
The RED became applicable on 13 June 2016 with a transitional period of one year, to ensure smooth transition from the former R&TTE directive.
Currently the European standardization organization ETSI has submitted roughly 70% of the total standards needed.
Of these, 65 standards were received positively. The EU commission and ETSI are now working on a solution to quickly increase the number of standards available by beginning of June 2017.
In the meantime manufacturers and suppliers can relax
All products that have already been placed on the market by 12 June 2017, so that they are available to the end-consumer, are not affected.
All products that will be placed on the market after this deadline have to be in compliance with the RED.
In case ETSI will not deliver the missing standards in time and/or the EU commission and ETSI cannot agree on a solution to speed up the process:
the EU commission could – on an interim basis – enforce the former R&TTE rules, for the currently missing standards
manufacturers can use alternative conformity assessment procedures to show that their products meet the requirements to legally place their products on the market in the EU and affix the CE marking.
This can be achieved by using an accredited test lab (like 7layers) in combination with a notified body (like Bureau Veritas – our parent company) for example.
