Global type approval and country-specific certification for devices with integrated wireless technology
Radio products and short range devices have to comply with country-specific requirements to obtain regulatory or type approval. Regulatory approvals are legally required and must be followed in addition to certification for GCF, PTCRB, Bluetooth SIG etc. Depending on the country in which you want to market your products, the necessary processes can vary considerably. They range from “self-declaration” via “classical type approval” to more complicated import rules.

Country specific type approval procedures
1. Self declaration of conformity
“Self-declaration” is the most convenient way to handle type approval for radio products and short range devices. Self-declaration is possible for example in:
The full legal responsibility for the correctness of their statements lies with the manufacturer or the person placing a product with wireless connectivity on the market. In order to make sure that the statements you are making are really correct, testing in an accredited laboratory such as 7layers might be advisable nevertheless. Contact us in case you are uncertain how best to act.
Since in this case no certificates are being issued, the involvement of a certification body is not required. However company policies and varying levels of quality management lead to different interpretations of the applicable regulations and standards. External consultancy can be recommended where companies do not have the necessary knowledge in-house. Especially changes in the legislation must be monitored constantly. Making use of experienced external consultants can help you to avoid running into unforeseen risks.
2. Classical type approval
“Classical type approval” processes for radio products apply for most countries of the world:
- North, Central and South America, Caribbean
- South and North Africa
- Gulf Coast Countries
Either a radio regulation authority or an assigned private certification body assesses the documentation and test reports and finally issues a certificate. Testing has to be followed through either according to internationally accepted standards or national requirements.
Classical type approval allows for less flexibility than self-declaration. Even minor product changes might require the involvement of local authorities. In such cases, expert know-how is invaluable in order to find the right balance in handling changes on globally certified products.
3. Type approval in restrictive markets
In certain restrictive markets a lot of time and costs are involved in handling the type approval process. Restrictive markets are for example:
- Moldova (certification process is EU-oriented)
- Georgia (certification process is EU-compliant)
Regulations in these countries are often not transparent, making it difficult to obtain valid standards or details about the required processes. Indeed, the official process varies from country to country. The whole certification process can take an exceptionally long time. While certification costs can be extremely high, validity of certification can be as short as one year only.
Close cooperation between the manufacturer and the local importer is advisable. Problematic requirements like factory inspections are requested and manufacturers and exporters have to reckon with customs problems even when submitting samples for in-country testing. Unfortunately only few of these countries are currently undertaking activities to adjust to international harmonization. Therefore a lot of experience and perseverance is needed to handle the type approval process in these countries.
4. Unregulated markets
In some countries type approval processes are not established and in fact certification is hardly possible. In such cases customs clearance is often an issue and requires the involvement of the local importer.
If you are considering exporting radio products into countries in Central African countries, to Haiti, North Korea, Afghanistan or similar, it is advisable to use an experienced partner to support you with the documentation, paper work, testing etc.
