Key Administrative Catalogue for the Control of Pollution
Caused by Electronic Information Products (batch 1)
China RoHS
On 1st March 2007 the China MIIT (Ministry of Industry and Information
Technology) published the “Administrative Measure on the Control of
Pollution - Caused by Electronic Information Products”
(short
RoHS = Restriction of hazardous Substances).
This is an attempt
of the Chinese Government to control certain hazardous elements. Ever
since then we have been waiting for further details. Now they are
available!
The consultation period for the draft "Key
Administrative Catalogue for the Pollution Control of Electronic
Information Products (Batch 1)" (hereinafter the "Catalogue") will end
on 9th December 2009, and will be formally issued soon.
The Catalogue contains 3 product types: mobile terminals,
telephones
(fixed telephone terminals, cordless telephone
terminals) and printers connected to computers.

The Catalogue is limited to six type substances or elements:
lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyl and
polybrominated diphenyl. Their maximum concentrations are specified by
the Chinese standard SJ/T11363-2006 (“Requirements for Concentration
Limits for Certain Hazardous Substances in Electronic Information
Products”). It is expected that the Catalogue may state some exemptions.
The restrictions stated in the Catalogue will enter into force 10 months
after the date of the legislation. By then all listed products that go
on sales in P.R. China must obtain the China RoHS certification!
Especially foreign manufacturers who are importing into China find it
difficult to understand the exact details of the new legislation.
