EMC Testing Services for Telecom Equipment
EMC (Electro Magnetic Compatibility) testing is required for radio and
telecommunications products in almost all countries in the world. 7

Regulatory requirements -
including EMC
In many countries of the world EMC test results, according to the EU EMC-directive, are important in order to gain market access. Below you find a
brief introduction into some important rules and regulations which we
can help you to fulfill. Ask our experts for more detailed information!
▬ USA

Regulations for radios and other digital devices fall under the
compliance regulations of the FCC (Federal Communications
Commission). Depending on the device you want to bring to market
either a Declaration of Conformity (DoC) is sufficient or testing by
an accredited laboratory. EMC certification requirements
vary a lot
depending on the industry involved. Lab accreditation is helpful in
many cases whereas in-country testing is not required.
▬ Canada
Regulations in Canada are similar to those in the
USA.
The regulations are established by “IC” (Industry Canada).
Typical emissions standards are ICES-003 (ITE) and ICES-001.
▬ EU

The “essential requirements” for radio and telecom equipment are
described in the R&TTE Directive 1999/5/EC. They include electrical
safety according to the Low Voltage Directive, RF exposure for radio
transmitters and EMC according to the EMC Directive. For telecom
terminal equipment, you had to follow Article 3.1(b) of the R&TTE
Directive 89/336/EEC, which has been replaced by 2004/108/EC:
Protection requirements with
respect to electromagnetic
compatibility.
▬ Russia

The national standardization body in Russia for general product
types is called GOST (State Committee for Quality control and
Standardization). According to GOST more than 60 EMC standards are
mandatory. Testing has to be done in accredited laboratories. EMC
test reports fulfilling European standards may be applicable. The
applications for radio products however have to be submitted to the
“State Committee on Telecommunications and Information of the
Russian Federation”. In-country testing in designated laboratories
is required.
If test results are satisfactory the certification will be valid for
up to three years.
▬ P.R. China

In P.R. China the majority of electrical products must carry a CCC
(China Compulsory Certification) mark. It indicates safety and/ or
EMC.
The MII (Ministry of Information Industry) provides the rules
for radio products, such as mobile terminals. The required standards
are similar to European requirements. In-country testing is
applicable.
▬ Japan

RF emissions are handled under the “Electrical Appliance and
Material Safety Law”, issued by the Ministry of Economic, Trade and
Industry. In case your product falls under the regulation rules it
should be labeled with the PSE mark. The MIC (Ministry of Internal
Affairs and Communications) is the official authority for radio
regulations in Japan.
