Type Approval Services for EU member states
The R&TTE directive
The R&TTE directive (1999/5/EC) is currently the most relevant self
declaration regime within the EU. It covers the whole EU and EFTA
market. Standards harmonized under the R&TTE directive are being listed
in the official journal of the EU (radio, EMC, health and safety).
The most essential requirements of the R&TTE directive are:
▬ Art. 3.1a): Health and Safety
(the protection of the health and the safety of the user and
any other person, including the objectives with respect to safety requirements
contained in
Directive 73/23/EEC, but with no voltage limit applying)
▬ Art. 3.1b): Electromagnetic
Compatibility (the protection requirements with respect to electromagnetic
compatibility contained in Directive 89/336/EEC)
▬ Art. 3.2: Effective Use of the
Radio Spectrum
Further product specific standards, harmonized under the EMC and low
voltage directives may have to be applied.
If it is not clear which standards should be applied or if harmonized
standards are not available for all essential requirements, a Notified
Body needs to be consulted to specify test requirements
(NB number behind the CE mark)
Any radio/telecom product might also fall under additional product
specific EU directives, e.g. the automotive EMC directive (Vehicular EMC
2004/104/EC) or the medical directive (93/42/EEC).
CE marking
Products compliant to the R&TTE requirements can be issued with the CE
mark and a declaration of conformity.
Frequency management
The frequency management is still the responsibility of the national
frequency management authorities. Frequency harmonization is driven by
CEPT/ECC in different working groups with involvement of the national
authorities
For harmonized applications (class 1) it is not required to involve
national authorities before placing a product on the market.
Non-harmonized applications (class 2) require 'notification' to the
frequency management in each EU/EFTA country.
